You sign this with the wallet you want to be paid at. The application is an attestation: public, dated and attributable to that address.

Only its hash is published, so an admin can check it against the document you show them.

An admin still has to grant SUPPLIER_ROLE before an NGO can name you in a payment plan. Your application stays visible on the suppliers page until then.
